Question: Withdraw 403b or rollover to IRA?

Im going to school next semester so Im change my status to per diem, and I kinda need the money …I have $6000 in savings, stafford loans and a parent plus loans…I currently have 5000 in my 403b. I currently live in texas so there is no state income tax. I know I will be penalized with 20% tax and 10% early withdrawal fee. If I roll it into an IRA, can I withdraw all of it later on if really do need the money along with the penalties? I was planning in withdrawing all of it from 403b in the first place……..

Answer: I think I read that they waive the penalty if it is for education or medical emergency. Check with whomever is holding it.
